NDHA's
Legislative committee has voted to support LB 1106 which was introduced
and prioritized by Senator Jeremy Nordquist, Dist 7,
Omaha.
NDHA
requests that you contact your State Senator as soon as possible and ask
them to support this bill when it reaches the floor of the Legislature.
Introducer's Statement of Intent follows:
The following constitutes
the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB 1106 seeks to cover
school-based health centers under
Nebraska’s managed care contract.
The bill defines
school-based health centers and the services such centers can provide.
The bill
also defines and limits what
facilities can sponsor school-based health centers.
Additionally, LB 1106
directs the Department of Health and Human Services to submit a state
plan amendment to
Nebraska’s
Medicaid plan to cover eligible legal permanent residents under
Children’s Health Insurance
Program (CHIP). Currently, legal permanent residents receive
benefits that are financed
completely out of state general funds. CHIP offers significant matching
federal funds to help finance these funds.
The NDHA
Legislative committee supports this bill for the following reasons:
-
NDHA
is committed to eliminating barriers that prevent low income
children from receiving oral health care needed to achieve healthy
mouths and bodies. School based health centers may provide an
avenue for low income children to receive healthcare
services.

Virtually all dental disease is preventable, and yet dental decay
remains the most common chronic childhood disease.
-
Licensed Dental Hygienists are educated and qualified, to provide
services which prevent dental diseases. The school based health
center would increase the settings/ opportunities for dental
hygienists to deliver beneficial preventive services to those who
are not receiving such services.

The dental hygiene
workforce is an excellent resource for Nebraska to utilize as they seek
to increase and improve the delivery of preventive oral health care.
·
Only 42.7 of Medicaid
eligible children received any preventive dental services.
·
“The mission of our schools
is to provide children and adolescents with the knowledge and skills to
lead a healthy and productive life. Good oral health is an important
part of that mission. The proposed Healthy People 2020 objective
related to this mission is to increase the proportion of school-based
health centers with an oral health component.” “Integration of Oral

“Direct delivery of dental
sealants to children and adolescents in school-based settings reduces
dental caries among children and adolescents by 60 percent” “Integration

LB 542 Layed Over
Thursday, May 21,2009 was a day each of us can be proud of
for dental hygiene!! During Thursday’s debate, LB 542 was laid over on
Select File – (where it presently is in the legislative process) - until
the 2010 session of the Legislature! That gives the three dental
professions the summer and fall to work out a compromise to bring to the
Legislature next year. It will be exciting to see what the 3 professions
can accomplish by working together. It is our hopes that all three
dental associations will agree that the health, safety and welfare of
the citizens of our state needs to be placed at the forefront of our
decision making.
